26 BACKGROUND The Village Electrification Programme of the Ministry was initiated in 2001 for provision of basic lighting facilities in unelectrified census villages with a 10th Plan outlay of  Rs.735 crore for lighting 5000 unelectrified census villages without reference to the fact whether these villages were likely to receive grid connectivity or not. The scheme was subsequently modified to cover only those unelectrified census villages that were not likely to receive grid connectivity. So far, 1767 unelectrified census villages and 594 unelectrified hamlets of electrified villages have been provided with lighting facilities during the 10th Plan, although since 2001, 2197 census villages and 594 hamlets have been provided lighting. State-wise details of electrified and those under electrification are given in Table 4.1. The Ministry provides subsidy upto 90% of the benchmark installation costs of various non-conventional energy systems/devices. 4.2 Initially,  the  programme  provided  SPV  home  lighting  systems  with  1–4  lights  but  from  2004-05,  subsidy  has  been restricted to models with only two connections. These lighting systems which provide around 0.1 kWh of energy/household/day cost around Rs.11000. A few villages have also been electrified with distributed SPV power plants, biomass gasification systems and small hydro systems. 4.3 With the announcement of the Rajiv Gandhi Gramin Vidyutikaran Yojana (RGGVY) of the Ministry of Power, it became necessary to align the programme of this Ministry with the same apart from adhering to the provisions of the National Electricity Policy 2005 that aims to create infrastructure for availability of a lifeline consumption of 1 kWh electricity per household per day by 2012.
