10 MNES is a Scientific Ministry, which has been allocated the following subjects/ business: * Research and development of biogas and programmes relating to biogas units; * Commission for Additional Sources of Energy (CASE); * Solar Energy including Solar Photovoltaic devices and their development, production and applications; * Programme relating to improved chulhas and research and development thereof; * Indian Renewable Energy Development Agency; * All matters relating to small/mini/micro hydel projects of and below 25 MW capacity; * Research and development of other non-conventional/renewable sources of energy and programmes relating thereto; * Tidal energy; * Integrated Rural Energy Programme (IREP); and * Geothermal Energy. 3.2 STRUCTURE OF THE MINISTRY 3.2.1 Commission for Additional Sources of Energy (CASE) The Commission for Additional Sources of Energy (CASE) which was established on the lines of the Atomic Energy Commission and the Space Commission for new and renewable energy functions under the Chairmanship of Secretary, MNES with the following responsibilities: * Formulating policies and programmes for the development of new and renewable sources of energy. * Co-ordinating and intensifying research and development activities in new and renewable sources of energy. * Ensuring implementation of Government’s policies in regard to all matters concerning new and renewable sources of energy. 3.2.1.2  Two meetings of CASE were held during 2005-2006. 3.2.2 Functional Groups/Divisions The Ministry is broadly organized into the following Groups/Divisions: 1. Integrated Rural Energy Programme (IREP) Division 2. Renewable Energy for Urban, Industrial and Commercial Applications Group 3. Remote Village Electrification Programme Group 4. Grid-interactive and Distributed Renewable Power – Biomass, Bagasse Cogeneration and Wind Group 5. Grid-interactive and Distributed Renewable Power – Small Hydro Power Division 6. Solar Energy Group 7. New Technology Division 8. Alternate Fuels; GIFT (hydrogen/bio/syn.) and GIP (hydrogen/bio/syn.) Division 9. Administration and Vigilance Division 10.   Planning and Coordination Division 11.   Information, Publicity and Awareness Group 12.   Integrated Finance. 3.2.3 Regional Offices The Ministry has nine Regional Offices which are required to monitor and liaise with the concerned State Governments and their agencies for effective implementation of programmes. 3.2.3.2  The functional jurisdiction of Regional Offices is given below: No    Regional Office Functional jurisdiction in States/UTs Location
