Ministry of Non-Conventional Energy Sources (MNES) is the nodal Ministry of the Government of India for all matters relating
to new and renewable energy. 1.2 Vision
To create MNES into a scientific institution characterized by pursuit of excellence in the area of new and renewable energy.
Towards this end, to develop new and renewable energy technologies, processes, materials, components, sub-systems, products
& services at par with international specifications, standards and performance parameters   in order to make industry competitive
and  the  country  a  net  foreign  exchange  earner  in  the  sector  and  deploy  such  indigenously  developed  and  manufactured
products and services in furtherance of the national goal of energy security.
1.3 Mission (i) Energy Security: Lesser dependence on oil imports through development and deployment of alternate fuels (hydrogen, bio-fuels and synthetic fuels) to contribute towards bridging the gap between domestic  oil supply and demand; (ii) Energy Independence: Renewable (bio-energy, wind, hydro, solar, geothermal & tidal) electricity to contribute towards bridging the gap between fossil fuel based electricity supply and demand; (iii) Energy Availability and Access: Augment energy needs of cooking, heating, motive power and captive generation in rural, urban, industrial and commercial sectors; (iv) Energy Affordability:  Cost-competitive new and renewable energy supply options; and (v) Energy Equity: Per-capita energy consumption at par with the global average level by 2050, through a sustainable fuel- mix. 1.4 Role Research, design, development, demonstration, commercialization and deployment of new and renewable energy systems / devices for transportation, portable and stationary applications in rural, urban, industrial and commercial sectors through: (i) Technology Mapping and Benchmarking; (ii) Identify  Research,  Design,  Development,  Demonstration  and  Commercialization  (RDDDC)  needs  and  facilitate implementation of the same; (iii) Lay down standards, specifications and performance parameters at par with international levels and facilitate industry in attaining the same; (iv) Align costs of new and renewable products and services with international levels and facilitate industry in attaining the same; (v) Appropriate international level quality assurance accreditation and facilitate industry in obtaining the same; (vi) Facilitate industry (both public and private) in becoming internationally competitive and a net foreign exchange earner especially through (ii) to (v) above and related measures; (vii) Resource Survey, Assessment and Mapping. (viii) Identify areas in which new and renewable energy products and services need to be deployed in keeping with the goal of national energy security and energy independence; (ix) Deployment strategy for various indigenously developed and manufactured new and renewable energy products and services; (x) Provide sustained feed-back to manufacturers on performance parameters of new and renewable energy products and services with the aim of effecting continuous upgradation so as to attain international levels in the shortest possible time span; and (xi) Provision of cost-competitive new and renewable energy supply options. 1.5 Functions Development and deployment of: (i) Alternate Fuels (hydrogen, bio & synthetic) to replace liquid hydrocarbons;
